Cloudflare is moving toward an agent-first Internet economy with the closed beta of its Monetization Gateway, a capability designed to let businesses charge AI agents for access to websites, APIs, MCP tools and datasets based on actual usage.
The development addresses a growing limitation in conventional digital commerce. AI agents increasingly search websites, call APIs, consume data and use specialised tools, but traditional accounts, subscriptions and API keys can create friction when machines need access to hundreds of services.
Cloudflare’s approach uses the HTTP 402 Payment Required status code and the x402 payment protocol to embed payment instructions directly into the request flow. Agents can discover the price of a resource, authorise payment and access it without being redirected to a separate checkout process.
For businesses, the model creates a way to expose individual digital resources to machine customers while retaining control over pricing and access. Pricing rules can be configured around request attributes such as URLs, headers and query parameters.
Cloudflare says the technology is already being used across several use cases. Its AI Gateway allows select U.S. customers to pay for AI inference at request time, while Ceramic.ai uses it for individual web searches. Stocktwits is making market signals available to AI agents on a per-request basis, and API2PDF supports variable pricing without requiring users to create an account or obtain an API key.
Payments currently settle on the Base blockchain using USDC, with Cloudflare handling verification, settlement, failures, retries and analytics.
The bigger implication is the emergence of machine-to-machine commerce. As agents increasingly act autonomously, payment could become an embedded part of how they discover and consume digital resources.
Cloudflare plans to add payment rails, transaction logs, agent discovery and identity capabilities as the model develops.
