The initiative combines Cisco’s networking, cybersecurity and AI-ready infrastructure portfolio with Mannai’s local integration expertise to support Qatar’s digital transformation ambitions.
Cisco has announced plans to advance sovereign AI infrastructure in Qatar in partnership with Mannai Corporation QPSC, bringing together global technology capabilities and local engineering expertise to address growing demand for secure, locally controlled digital environments.
The initiative comes as governments and enterprises accelerate AI adoption and place greater emphasis on data sovereignty, operational independence and the protection of critical systems. Cisco and Mannai aim to support these requirements through infrastructure capabilities spanning advanced networking, cybersecurity, computing and infrastructure management.
At the centre of the approach is Cisco’s Sovereign Critical Infrastructure portfolio, which integrates technologies across networking, security, collaboration and observability. Designed to support customer-controlled environments, including on-premises and air-gapped deployments, the portfolio is intended for organizations seeking greater control over the systems and data that underpin essential services.
“Digital sovereignty is becoming central to how governments and enterprises approach AI infrastructure, data control and security.”
For Qatar, the initiative could be relevant across government, energy, financial services, healthcare and other critical sectors where AI adoption must be balanced with regulatory, security and operational requirements. It also aligns with the country’s broader digital transformation ambitions under Qatar National Vision 2030.
The partnership builds on more than three decades of collaboration between Cisco and Mannai in Qatar. Through Mannai Technologies – Networking & ELV, Mannai brings local engineering, systems integration and deployment capabilities to complement Cisco’s technology portfolio.
This local expertise could be important as organizations move beyond AI experimentation towards production environments that require dependable connectivity, robust security and greater control over data and infrastructure. Sovereign AI strategies increasingly involve not only where data is stored, but also how systems are operated, secured and governed.
The companies’ announcement outlines a strategic direction rather than specific deployment commitments. It does not identify named customers, investment figures, implementation timelines or infrastructure capacity.
As Qatar expands its digital ambitions, the Cisco–Mannai initiative positions sovereign infrastructure as a potential foundation for deploying AI while maintaining stronger control over critical digital assets.
