Data streaming platforms become a strategic priority as Gulf enterprises accelerate AI adoption at scale
The UAE and Saudi Arabia have emerged as global frontrunners in the deployment of agentic AI, with 38% of organizations in both countries already running agentic AI solutions in production environments, according to Confluent’s latest 2026 Data Streaming Report.
The findings, based on a survey of 4,625 IT leaders worldwide, highlight the Gulf region’s rapid transition from AI experimentation to enterprise-wide implementation. The report positions the UAE and Saudi Arabia among the highest-performing markets globally when it comes to operationalizing AI technologies and realizing business value from intelligent automation.
Beyond deployment, organizations across the Gulf are demonstrating a strong understanding of the infrastructure required to support long-term AI success. In both markets, 95% of IT leaders believe data streaming platforms can accelerate AI adoption, while an equal percentage expect data streaming technologies to increase the return on their AI investments.

The report also reveals that data streaming has become a higher strategic priority than artificial intelligence and machine learning initiatives themselves. Around 90% of UAE respondents and 88% of Saudi respondents identified data streaming as a critical business priority, reflecting growing recognition that AI performance depends heavily on access to real-time, trusted, and contextualized data.
Despite significant progress, organizations continue to face challenges in scaling AI initiatives. Nearly three-quarters of IT leaders in both countries reported encountering at least three major barriers to AI adoption. The most common concerns include inadequate infrastructure for real-time data processing, uncertainty around data quality and lineage, and shortages of AI and data expertise. Additionally, more than 66% cited data infrastructure and data quality issues as key challenges for deploying agentic AI solutions.
According to Karim Azar, AVP and General Manager at Confluent Middle East, the findings demonstrate that Gulf organizations are taking a pragmatic approach to AI transformation.

Globally, the report underscores a common challenge facing enterprises. Shaun Clowes, Chief Product Officer at Confluent, noted that many organizations do not suffer from a lack of AI investment but from fragmented data environments that limit AI effectiveness.
As governments and enterprises across the Middle East continue investing heavily in digital transformation and AI innovation, the report suggests that robust data streaming infrastructure will play a critical role in sustaining the region’s leadership in the next phase of enterprise AI adoption.
