HDI Global has expanded its specialist capabilities in the Middle East with the appointment of two senior leaders in cyber underwriting and construction risk engineering, reinforcing its commitment to supporting clients navigating increasingly complex risk environments across the region.
The Corporate & Specialty insurer has appointed Jessica Heaume as Head of Cyber, Middle East, and Lloyd Lui as Senior Risk Engineer Construction, Middle East, both based in the company’s Dubai office. The appointments come as organizations across the GCC accelerate digital transformation initiatives while undertaking large-scale infrastructure and development projects.
Heaume brings more than eight years of experience in cyber and financial lines underwriting across the Middle East and Africa. She joins HDI Global from AIG, where she served as Head of Cyber for the region and was responsible for cyber underwriting strategy and portfolio growth. Her career also includes senior underwriting roles in cyber and financial lines reinsurance, as well as an early stint with Beazley in London.

Commenting on her appointment, Jessica Heaume, Head of Cyber, Middle East at HDI Global, said organizations in the region require underwriting partners that can provide technical expertise and consistent guidance amid a rapidly evolving cyber threat landscape. She noted that cyber insurance is increasingly becoming a key component of broader business resilience strategies.
To strengthen its engineering-led risk advisory capabilities, HDI Global has also appointed Lloyd Lui, who brings more than 13 years of experience in engineering, project risk management, and insurance. He has previously held positions with Marsh McLennan, Berkshire Hathaway Specialty Insurance, and Allianz Commercial, supporting major construction and infrastructure projects across Australia, the UK, and the Middle East. Most recently, he worked on several giga-projects in Saudi Arabia and across the GCC.

The expansion follows a strong first quarter for HDI Global in 2026, with operating profit rising to €207 million and net income increasing by 8% year-on-year. The company said the results reflect disciplined underwriting, technical excellence, and a continued focus on profitable growth as it expands its presence in strategic markets, including the Middle East.
