Submer and Saudi digital infrastructure company ACES have signed a Memorandum of Understanding (MoU) to accelerate the development of high-density, AI-ready data centers across Saudi Arabia, as rapidly growing AI and high-performance computing workloads reshape infrastructure requirements.
The partnership combines Submer’s full-stack AI infrastructure engineering with ACES’ local delivery capabilities, infrastructure services and investment strength. The two companies will jointly pursue projects covering the complete data center lifecycle, from early planning and design through deployment and long-term operations.
“The Kingdom’s AI ambitions are moving faster than the infrastructure models supporting them. Rack densities are pushing conventional design to its limits, and customers are too often left coordinating separate parties for engineering, construction, integration and financing.” — Khalid Aljamed, General Manager, Middle East, Turkey and Africa, Submer
The agreement spans facility planning and consultancy, new-build and retrofit projects, IT integration across compute, networking and monitoring systems, and advanced power and thermal infrastructure. Liquid and immersion cooling technologies will also form part of the offering as increasing rack densities place greater pressure on conventional cooling architectures.
The companies will also explore potential co-investment in Saudi data center capacity, creating a model designed to bring new AI infrastructure online faster while reducing the complexity of coordinating multiple specialist providers.
For Saudi enterprises, the shift toward AI-ready infrastructure is becoming increasingly important as higher-density computing changes requirements for power availability, cooling, physical design and IT integration. The partnership is positioned to address these requirements through a more integrated delivery approach.
“This agreement brings together exactly what building AI infrastructure here demands. Submer offers deep engineering and technology across the project lifecycle; ACES offers proven execution on the ground, market presence and investment strength.” — Dr. Akram Aburas, Group CEO, ACES
“The Kingdom’s AI ambitions are moving faster than the infrastructure models supporting them,” said Khalid Aljamed, General Manager for the Middle East, Turkey and Africa at Submer. He said the partnership aims to reduce the overhead associated with coordinating engineering, construction, integration and financing partners.
Dr. Akram Aburas, Group CEO of ACES, said the combination of Submer’s engineering and technology expertise with ACES’ local execution and investment capabilities can help expand AI-ready capacity and support Saudi Arabia’s wider digital infrastructure ecosystem.
The MoU comes as Saudi Arabia continues to advance its Vision 2030 digital and AI agenda. For the data center sector, the collaboration reflects a broader move beyond conventional capacity toward facilities specifically engineered for the power, cooling and density requirements of next-generation AI workloads.
