Submer expands full-stack platform to power sovereign AI growth in Middle East

Submer has strengthened its full-stack AI infrastructure capabilities to address rising demand for sovereign, low-latency compute in the Middle East, following its acquisition of Radian Arc Operations Pty Ltd earlier this year.

The move positions Submer as an end-to-end provider of AI datacenter infrastructure, targeting enterprises and telecom operators seeking in-country data processing and compliance with national data sovereignty requirements. The expansion comes as regional governments accelerate digital transformation initiatives such as the UAE’s National AI Strategy 2031 and Saudi Arabia’s Vision 2030.

At the core of the offering is an integrated platform combining inferX Submer’s NVIDIA Cloud Partner AI cloud unit with Radian Arc’s edge GPU infrastructure. This creates a dual-layer architecture enabling AI workloads to run both in central datacenters and at the network edge, ensuring low latency while keeping data within national borders.

According to Khalid Aljamed, the region’s ambitions around AI leadership are driving demand for partners capable of delivering operational, revenue-generating infrastructure rather than advisory services.

Submer’s expanded portfolio spans the full AI stack, including access to more than 5GW of global power and land capacity, modular datacenter design, and advanced liquid cooling technologies. Its edge capabilities delivered through Radian Arc enable deployment of GPU compute within telecom networks, supporting use cases such as cloud gaming, real-time analytics, and national digital services.

With sovereign AI emerging as a strategic priority across the Middle East, Submer aims to provide a vertically integrated platform that combines infrastructure, cloud services, and edge computing to support scalable, high-performance AI deployments.
