Ciena Research: AI-Driven Network Services Set to Power Next Phase of Revenue Growth for UAE and Saudi Telecom Providers

Artificial intelligence is rapidly reshaping the telecommunications landscape across the Gulf region, creating new opportunities for service providers to generate revenue from next-generation connectivity, cloud infrastructure, and AI-enabled digital services. According to a new study from Ciena, service providers in both the United Arab Emirates (UAE) and Saudi Arabia strongly believe that AI-driven network services will become one of the most important engines of business growth over the next several years.

The research, conducted in partnership with Censuswide, surveyed 100 telecom and network service provider professionals in each of the UAE and Saudi Arabia as part of a broader study spanning 12 countries and more than 1,200 respondents globally. The findings reveal a clear consensus: AI is no longer viewed as a future opportunity but as a present-day business imperative that will drive network investment, infrastructure modernization, and entirely new revenue streams.

AI Connectivity Emerging as a Core Business Opportunity

The survey found overwhelming confidence in the commercial potential of AI-focused networking services. In the UAE, 96% of respondents expect high-capacity AI-driven network services to be a primary source of net-new revenue growth over the next three to five years. In Saudi Arabia, 90% of respondents share the same expectation.

These services include the advanced connectivity required by enterprises, hyperscale cloud providers, AI platforms, and emerging neocloud operators that depend on large-scale AI infrastructure. As businesses invest more heavily in generative AI, AI agents, machine learning models, and automation platforms, demand for high-performance networking services is expected to accelerate significantly.

Service providers also see strong potential in Managed Optical Fiber Network (MOFN) services. Nearly all respondents surveyed anticipate revenue opportunities from connecting distributed AI compute clusters and data centers through advanced optical networking infrastructure.

Specifically, 97% of UAE respondents and 96% of Saudi respondents believe MOFN services will contribute meaningful revenue growth over the next three years as organizations scale AI workloads across multiple locations.

“Globally, service providers are balancing optimism with urgency about AI-driven revenue opportunities. In the UAE, network upgrades and automation are priorities that demand immediate action, while in Saudi Arabia, service providers are focusing on AI inference, service reliability, and sovereign infrastructure requirements as key enablers of future growth,” said Pete Hall, Regional Managing Director for the Middle East and Africa at Ciena.

Growing Urgency Around Optical Network Upgrades

While optimism about AI-related growth is widespread, the survey reveals an equally strong sense of urgency regarding network readiness.

In the UAE, 97% of respondents believe optical network upgrades are urgently required to meet the performance demands of enterprise AI applications. More notably, 56% described these upgrades as critically urgent, underscoring the need for immediate action.

Saudi Arabian respondents also acknowledge the pressing need for infrastructure investment. Eighty-six percent believe optical network upgrades are necessary, with 51% indicating that upgrades should begin immediately and another 35% saying they will be required within the next 12 to 18 months.

The findings illustrate growing awareness that traditional network architectures may struggle to support the performance requirements associated with AI deployments. Enterprise AI workloads require massive bandwidth, low latency, minimal jitter, and highly reliable connectivity. As organizations begin deploying AI at scale, service providers recognize that network modernization is becoming a business necessity rather than a future consideration.

AI Inference Data Centers Drive Connectivity Demand

The expansion of AI inference infrastructure is creating another significant opportunity, particularly in Saudi Arabia.

According to the research, 58% of Saudi service providers expect the growth of AI inference data centers to increase demand for data center interconnect (DCI) services. This figure exceeds the global average of 49%, highlighting the Kingdom’s strong focus on AI infrastructure development.

By comparison, only 37% of UAE respondents identified inference data center growth as a major contributor to future DCI demand.

Saudi Arabia’s ambitious investment in AI, cloud infrastructure, smart cities, and digital transformation programs may explain this stronger focus. As AI inference environments become increasingly distributed, connecting these facilities efficiently will require advanced optical networking and high-capacity interconnect solutions.

For service providers, this represents an opportunity to expand beyond traditional connectivity services and position themselves as critical infrastructure partners for AI-driven enterprises.

GPU-as-a-Service Presents a New Revenue Frontier

The rapid growth of AI workloads is also fueling demand for access to graphics processing units (GPUs), creating opportunities for GPU-as-a-Service (GPUaaS) offerings.

Rather than investing in costly AI infrastructure themselves, businesses are increasingly seeking flexible, on-demand access to AI compute resources. Telecom and network providers believe they can play an important role in meeting this demand.

The survey found that 96% of UAE respondents and 91% of Saudi respondents believe strategic partnerships with cloud providers and neocloud operators will be essential for building successful GPU-as-a-Service businesses.

As enterprises continue experimenting with AI applications while managing infrastructure costs, GPUaaS could become a significant growth area for service providers that can combine connectivity, compute resources, and managed services into a unified offering.

AI-Powered Consumer Experiences Create New Possibilities

Beyond enterprise applications, service providers are increasingly optimistic about consumer-facing AI services as a new source of revenue growth.

The study found that 96% of respondents in the UAE and 95% in Saudi Arabia expect AI-enabled entertainment experiences to generate new premium service opportunities.

Emerging applications such as AI-generated content, personalized media experiences, immersive digital entertainment, virtual assistants, and interactive environments are expected to drive demand for higher-performance connectivity offerings.

Although both markets are highly optimistic about AI-driven entertainment, respondents differed on which types of consumer devices and services would generate the greatest revenue potential. This suggests regional variations in consumer behavior, technology adoption, and market preferences.

Physical AI Opens the Door to Industrial Innovation

Another area attracting attention is Physical AI, which includes industrial robotics, autonomous systems, remote-control operations, and intelligent automation technologies.

In the UAE, 52% of respondents believe Physical AI ecosystems will account for more than 15% of enterprise AI-related revenue within five years. In Saudi Arabia, 37% of respondents share that expectation.

The rise of smart manufacturing, industrial automation, robotics, logistics optimization, and intelligent infrastructure is expected to create substantial networking requirements. These applications often depend on ultra-reliable, low-latency connectivity, making service providers a key enabler of future industrial AI deployments.

Reliability Becomes a Premium Service

As AI moves into mission-critical business operations, service providers increasingly see network quality itself as a monetizable service.

Among Saudi respondents, 42% identified network consistency, including guaranteed performance stability and low jitter, as the leading premium monetization opportunity. This is significantly higher than the global average of 35%.

For AI applications, stable and predictable network performance is often just as important as raw bandwidth. AI inference, autonomous systems, and real-time analytics can be negatively affected by performance inconsistencies, making service guarantees a valuable differentiator.

This trend suggests that telecom operators may increasingly package reliability, latency guarantees, and performance assurances as premium services for AI customers.

Hyperscaler Expansion Fuels Wholesale Revenue Growth

The survey also highlights growing demand from hyperscale cloud providers.

As power constraints and land availability limit the expansion of large AI facilities on single campuses, hyperscalers are increasingly distributing compute resources across multiple locations.

This trend is expected to create substantial opportunities for wholesale connectivity providers. According to the research, 99% of UAE respondents and 91% of Saudi respondents believe hyperscaler expansion will become a significant contributor to wholesale revenue growth.

Connecting geographically distributed AI infrastructure requires massive network capacity and sophisticated interconnection services, positioning telecom providers at the center of the AI ecosystem.

Multi-Cloud Strategies Differ Between UAE and Saudi Arabia

The study also reveals differing approaches to multi-cloud connectivity monetization.

In Saudi Arabia, 64% of respondents view multi-cloud connectivity management as a major revenue driver, significantly higher than the global average of 56%.

The UAE presents a different picture. Traditional fixed-capacity services remain the preferred revenue model, cited by 57% of respondents, compared with 46% who identified multi-cloud connectivity management as a leading opportunity.

This divergence highlights different market dynamics and customer priorities across the Gulf region.

UAE Leads in Quantum-Safe Security Adoption

Security and digital sovereignty are becoming increasingly important considerations as AI adoption accelerates.

The survey found that 54% of UAE service providers have already launched or expect to launch quantum-safe encryption services within the next 12 months. In Saudi Arabia, the figure stands at 38%.

The results suggest UAE providers are moving faster to commercialize next-generation security services, reflecting growing customer demand for secure, sovereign, and future-ready digital infrastructure.

AI Reshaping the Future of Telecommunications

The Ciena research paints a picture of a telecom industry undergoing rapid transformation. Service providers across the UAE and Saudi Arabia see AI not only as a technological shift but as a fundamental business opportunity capable of reshaping revenue models, infrastructure investments, and service portfolios.

While optimism remains high, the findings also highlight the urgency of preparing networks for an AI-centric future. From optical network upgrades and AI data center connectivity to GPU services, multi-cloud management, and quantum-safe security, the next phase of telecom growth in the Gulf region will be closely linked to the demands of the AI economy.

As enterprises, hyperscalers, governments, and emerging AI companies continue investing in digital infrastructure, service providers that can deliver scalable, reliable, and AI-ready networks are likely to be best positioned to capture the opportunities ahead.
