UAE Economy Set to Grow 4% in 2025, Driven by Non-Oil Sectors and AI Investment

The UAE’s economy is poised to grow by 4.0% in 2025, according to the IMF, with non-oil sectors emerging as the dominant growth engine. This comes on the back of strong performances in tourism, transportation, financial services, construction, and communications, as the country accelerates its diversification strategy.

Josh Gilbert, Market Analyst at eToro, noted that the UAE is becoming a hub for the digital economy, with strategic investments in AI, fintech, and digital infrastructure. A key highlight was former U.S. President Donald Trump’s support for a major AI data centre in Abu Dhabi, reinforcing the country’s aspirations to become a regional leader in advanced technologies.

“From booming tourism and tech to new trade corridors and renewable energy, the UAE is showing the world how to diversify with intent,” said Gilbert. “It’s a compelling story for investors looking at AI-exposed or infrastructure-linked sectors.”

Tourism is expected to contribute around 13% to GDP in 2025, bolstered by record-high visitor spending and large-scale infrastructure projects. Meanwhile, non-oil trade crossed AED 2 trillion in 2024, up 15% year-on-year, powered by new Comprehensive Economic Partnership Agreements (CEPAs).

Despite its diversification, oil prices remain a risk factor. A 15% decline in prices this year, amid OPEC+ supply hikes and softer demand from China, could impact government spending. However, the UAE’s fiscal buffers and strategic planning are likely to cushion any shocks.

With bold net-zero targets, a plan to triple renewable energy capacity by 2030, and sustained investments in innovation, the UAE economy is not only resilient—but also primed for long-term transformation.
