Submer to Highlight Infrastructure Challenges of Sovereign AI in the Middle East

Bahaa Al Janabi

At DCD Connect | MENA 2026, the company will discuss how compute capacity, power, cooling and infrastructure economics can shape regional AI ambitions.

As governments and enterprises across the Middle East advance sovereign AI strategies, the focus is shifting beyond data residency to the infrastructure needed to run advanced AI workloads at scale. Submer will address these challenges at DCD Connect | MENA 2026, taking place on October 26–27 at Grand Hyatt Dubai.

The AI and high-performance computing infrastructure provider will participate in a panel discussion titled “Building Sovereign AI: Enabling Innovation Through Scalable Compute” on October 26, from 2:30 p.m. to 3:15 p.m.

The session will examine how organisations can balance national data and regulatory requirements with computing performance, scalability, flexibility and commercial viability. Discussions will also explore the trade-offs between fully localised infrastructure and hybrid models as regional AI deployments grow.

Bahaa Al Janabi, Technical and Solution Lead for Middle East, Turkey and Africa at Submer, will join industry experts to discuss the infrastructure choices that could determine how effectively countries and businesses translate sovereign AI ambitions into operational capabilities.

“Sovereign AI is not simply about where data resides. It is about having the infrastructure to run advanced AI workloads at scale while meeting national requirements and making the economics work.” — Bahaa Al Janabi, Technical and Solution Lead for Middle East, Turkey and Africa, Submer

“The choices organisations make today will shape their ability to innovate, scale and compete,” Al Janabi said, highlighting the need for infrastructure strategies that align technical requirements with economic realities.

The discussion comes as AI workloads place increasing demands on data centre power, thermal management and high-density computing. Sovereign AI deployments require infrastructure that can accommodate these demands while maintaining operational efficiency and supporting future expansion.

Submer’s capabilities span advisory, design and build, power and thermal solutions, and IT integration for AI and HPC data centres. The company will also meet customers, partners and industry stakeholders during the event to discuss AI infrastructure requirements across the Middle East, Africa and Turkey.

DCD Connect | MENA 2026 provides a platform for industry leaders to examine the infrastructure and investment decisions underpinning the region’s expanding AI ambitions.
