Oracle is rapidly expanding its presence across the Middle East, investing heavily in cloud infrastructure, local talent development, and partnerships with governments and enterprises. Saudi
Saudi Arabia is at the center of Oracle’s Middle East strategy. In 2023, Oracle announced a $1.5 billion investment to expand its cloud infrastructure in the Kingdom, including the launch of its second public cloud region in Riyadh in 2024. The new cloud region supports more than 100 Oracle Cloud services and is a key enabler of Saudi Arabia’s Vision 2030, which emphasizes economic diversification and the development of a thriving digital ecosystem.
Bahrain
In Bahrain, Oracle partnered with the Labour Fund Tamkeen in late 2024 to establish an Oracle Engineering Center and deliver upskilling programs. The initiative focuses on training Bahraini nationals in emerging technologies such as cloud computing, artificial intelligence, and data analytics.
This partnership enhances Bahrain’s position as a regional tech hub and supports the country’s goals under Bahrain Vision 2030 by equipping the workforce with globally relevant IT skills.
Oman
Oracle is also playing a pivotal role in Oman’s digital agenda. Through a collaboration with the Omani government, Oracle is setting up the country’s first hyperscale cloud region using its Cloud@Customer model. This allows public sector organizations to access the full power of Oracle Cloud while keeping data within national borders—critical for governance, security, and compliance.
In addition, Oracle is working to upskill Omani civil servants and IT professionals, helping the Sultanate modernize its government services and strengthen its tech sector.
United Arab Emirates
In the UAE, Oracle has made notable strides in the financial services sector. RAKBANK selected Oracle Fusion Cloud Applications in late 2024 to streamline its finance, HR, and supply chain operations. This digital transformation initiative is designed to increase operational agility and support the bank’s growth strategy.
Oracle has also partnered with UAE-based academic and government institutions to deliver large-scale cloud training programs, boosting the talent pool for both the private and public sectors.
Regional Impact
Beyond individual countries, Oracle launched a regional training initiative in early 2025 to certify 350,000 professionals across six countries: Saudi Arabia, UAE, Egypt, Qatar, Morocco, and Jordan. This reflects the company’s broader vision of creating a connected and future-ready digital workforce across the Middle East.
