AI-driven innovations redefine citizen services as the emirate accelerates toward an AI-native government by 2027
The Abu Dhabi Government Pavilion at GITEX Global 2025 witnessed a record-breaking 55,000 visitors, underscoring the emirate’s leadership in harnessing artificial intelligence (AI) to build a smarter, people-centric government. Led by the Department of Government Enablement (DGE), the showcase reflected Abu Dhabi’s bold vision to become the world’s first AI-native government by 2027.
The pavilion presented 55 AI-powered government projects and 55 strategic partnerships, spanning healthcare, sustainability, mobility, and urban innovation. Key attractions included the launch of TAMM 4.0 featuring AutoGov — the world’s first AI public servant automating tasks such as licence renewals, utility payments, and healthcare appointments. The introduction of TAMM Hologram, enabling immersive citizen interaction with live government agents, further demonstrated Abu Dhabi’s shift from reactive service delivery to anticipatory governance.
“Abu Dhabi’s digital transformation is not just about technology adoption — it’s about reimagining how government serves people,” said His Excellency Ahmed Tamim Hisham Al Kuttab, Chairman of DGE. “By uniting within one ecosystem, we’re building a digital future where innovation empowers communities.”
The pavilion also unveiled several cutting-edge platforms, including GovGPT, a sovereign AI assistant for secure, bilingual knowledge search; Tomouh 2.0, an AI-based learning platform for public servants; and LivAI, the digital twin for urban planning.
To strengthen AI readiness, the DGE AI Skills Collaboration — the world’s first multi-partner, government-wide AI upskilling program — was launched, building on the government’s 95% workforce AI proficiency. Partnerships with Microsoft, Oracle, Core42, Google Cloud, and AWS will further scale AI adoption across critical sectors.
With its theme “AI-Native by Design, Community-Driven by Purpose”, Abu Dhabi’s participation at GITEX showcased how data, AI, and collaboration can power an inclusive, intelligent government model that others can emulate.
